Kelly County's name appears on a police vehicle in an in-game fictional social-media post shown by Rockstar, placing it in the confirmed-name tier. It's a composite of Florida's Collier County and the state's Panhandle, positioned in Leonida's north-west.

Its anchor is Port Gellhorn, a gritty coastal city of cheap motels, shuttered attractions and underground hustles — "Leonida's forgotten coast." Port Gellhorn trades postcard glamour for a hard-luck bayside economy, the tourists having moved on and the crime economy moving in behind them.
